Israel say they're fighting Hezbollah and not the Lebanese people. One of their top generals in the Lebanese assault has disagreed. Credit to Garry Smith for spotting this:
"This affair is between Israel and the state of Lebanon," [Maj. Gen. Udi Adam, head of Israel's Northern Command] said. "Where to attack? Once it is inside Lebanon, everything is legitimate -- not just southern Lebanon, not just the line of Hezbollah posts."

I think that is quite obvious by the extent of the destruction in Lebanon that Israel considers anything and everything to be a target...
