It's a measure of how successful the American occupation actually is, according to Ronald Dumsfeld not to long ago - the more attacks on 'coalition forces'
(ie just the UK and US now )
then the more sucess and progress there is in Iraq!

The BBC chart is useful for updating this, since it clearly shows that the al-Askari mosque attack, which was supposed to result in widespread sectarian conflict, had nothing like that effect.
